Employment Pass (EP)

  • The Employment Pass is a work pass for foreign professionals working in managerial, executive or specialised jobs

Eligibility

  • Min. monthly salary $3,300
  • Young graduates from good institutions
  • Posses acceptable qualifications (education/experience)
  • Older applicants have to command higher salaries to qualify

Passes for Family Members

  • Min. monthly salary of S$4,000 - S$8,000

Application Process

  • 80% of applications are processed within 7 days
  • In-Principle Approval letter online, once the Employment Pass application has been approved
  • Valid for 6 months from the date of the letter

Collection

  • The foreigner must be in Singapore at the time this request is made.
  • Foreigner’s registration of his/her fingerprint and photo-image at Employment Pass Services Centre
  • 4 working days after the foreigner has registered for his/her fingerprint and photo-image.

Validity/Renewal

  • Valid as long as employed by the same employer
  • 80% of online applications are processed within 7 days
  • Valid for 1-3 years

Entre Pass

Entrepreneur Pass (EntrePass)

  • Foreign entrepreneurs who would like to start businesses in Singapore should apply for the EntrePass.

Eligibility

  • Must be a Private Limited Company registered with ACRA
  • Applicants need not register the company first. If registered, it must not be more than six months from date of application.
  • Company must have at least $50,000 paid-up-capital
  • A bank statement, from the Singapore-based company bank account, of at least $50,000 is required for verification
  • Applicants must hold at least 30% of shares in the company
  • In addition to the above criteria, applicants will have to show evidence that their businesses meet at least one of these requirements:
    • Receives funding or investment from a recognised third-party Venture Capitalist (VC) or business angel who is accredited by a Singapore Government agency
    • Holds an Intellectual Property (IP) that is registered with an approved national IP institution
    • Has ongoing research collaboration with a research institution recognised by Agency for Science, Technology and Research (A*STAR) or Institutes of Higher Learning in Singapore
    • Is an incubatee at a Singapore Government supported incubator

Passes for Family Members

  • Only entitled to dependant privileges after first renewal
  • Min. Total Business Spending of at least S$150,000 and have created at least 4 local jobs

  • Min. Total Business Spending of at least S$300,000 and have created at least 8 local jobs

  • EntrePass application form
  • Applicant’s past employment testimonials in English
  • A business plan
  • For companies/businesses registered with ACRA
    • Company’s latest business profile/instant information
    • A bank statement, from a Singapore-based company bank account, of at least S$50,000
  • Photograph of the applicant
  • Personal particulars page of applicant’s passport/travel document
  • Within the first 6 months of receiving the EntrePass to demonstrate proof of their business operations according to the business plans submitted:
    • Latest ACRA business profile
    • Tenancy contract/proof of operating address or employees’ CPF statement/documentary proof to show effort to employ locals

Process

  • Processing time may take about 6 weeks from the date of receipt of the application

Collection

  • The foreigner must be in Singapore at the time this request is made
  • Registration of his/her fingerprint and photo-image at Employment Pass Services Centre
  • Collection 4 working days after the foreigner has registered for his/her fingerprint and photo-image

Validity/Renewal

  • These documents are required for EntrePass renewal application:
    • Latest audited accounts
    • Central Provident Fund statements for the employees
    • Highest educational certificates of employees
    • Tenancy agreements
    • Latest company registration information from the ACRA

entre renewal

  • Each newly issued and renewed EntrePass will be valid for a period of up to one year

Personalized EP

Personalized Employment Pass (PEP)

PEP is a premium pass for top-tier foreign talents

Eligibility

  • Overseas foreign professional whose last drawn fixed monthly salary overseas was at least S$18,000 (no more than six months from time of the application)
  • Alternatively: Employment Pass holders who earn a fixed monthly salary of at least S$12,000
  • The following groups of foreigners are not eligible for the PEP:
    • foreigners who are issued with an Employment Pass under the Sponsorship scheme
    • foreigners who are working or intending to work on a free-lance basis without any direct employers in Singapore
    • foreigners who are listed as Sole Proprietors, Partners or Directors in a business/company registered with ACRA and are shareholders of that business/company
    • foreigners working as journalists, editors, sub-editors and producers
  • PEP holders are not allowed to start their own business or engage in any entrepreneurial activities

Benefits

  • Can generally take on employment in any sector.
  • Do not need to re-apply for a new pass when changing jobs – just Inform MOM
  • Can stay a continuous period of up to 6 months without a job - not be required to leave Singapore during this time

Conditions

  • Maximum Unemployment Period not exceeding 6 continuous months at any point
  • Minimum Annual Fixed Salary: PEP holders must earn an annual fixed salary of at least $144,000
  • Requisite Notifications to MOM of each change in employment status

(Non-English documents must be accompanied by an official English translation done by a certified translator, High Commission/Embassy or a notary public.)

  • The processing time is about 5 weeks from the date of application

Collection

  • The foreigner must be in Singapore at the time this request is made
  • Foreigner’s registration of his/her fingerprint and photo-image at Employment Pass Services Centre
  • 4 working days after the foreigner has registered for his/her fingerprint and photo-image.

Validity/Renewal

    • Issued only once
    • Valid for three years
    • Non-renewable

S-Pass

S Pass

  • The S Pass is for Mid-level skilled foreigners (e.g. technicians) who wish to work in Singapore

Eligibility

  • A minimum fixed monthly salary of S$2,200
  • Older applicants would have to command higher salaries to qualify
  • Educational qualifications
  • Number of years of relevant work experience.

Quota

  • The number of S Pass holders a company can employ is capped at a sub-Dependency Ceiling (sub-DC) of:
    • 15% of the company's total workforce in the Services sector
    • 20% in the remaining sectors

Levy

  • The Foreign Worker Levy is a pricing mechanism to regulate the number of foreign manpower in Singapore
  • Employers are required to pay Foreign Worker Levy for their S Pass holders
  • The following factors will determine the amount of levy to be paid:
    • Sector
    • Dependency Ceiling Segmentation

Medical insurance

  • It is required to purchase and maintain a medical insurance for the S Pass holder
  • The insurance coverage must be at least S$15,000 per year for each worker's inpatient care and day surgery

Passes for family members

  • Min. fixed monthly salary of S$4,000

  • 4 working days after the foreigner has registered for his/her fingerprint and photo-image.

Validity/Renewal

  • Valid for 1-2 years
  • 80% of online applications are processed within seven days

Work Permit

Work Permit (WP)

  • A Work Permit (WP) is generally issued to foreign unskilled workers

Eligibility

  • Applicant must be from an approved source country/territory
  • The minimum age for all non-domestic foreign workers is 18 years old
  • Employer requirements
    • Pay workers the fixed monthly salary declared
    • Pay the Foreign Worker Levy
    • Arrange for the foreign worker's medical examinations
    • Pay the medical care and hospitalisation expenses
    • Satisfy the basic terms and conditions of employment as stipulated in the Employment Act
    • Ensure that the foreign worker does not engage in any form of:
      • Employment other than that stated in the WP
      • Freelance arrangement or self-employment
    • Resolve all employment-related disputes with the foreign worker amicably
    • Provide Work Injury Compensation Insurance to the foreign worker as required
    • Send the foreign worker for the Safety Orientation Course (construction industry only)
    • Provide upkeep, maintenance and eventual repatriation of the foreign worker
    • Ensuring the provision of acceptable housing and updating of Foreign Workers addresses
    • If the foreign worker is not a Malaysian: Furnishing up a S$5,000 security bond in the form of an insurance/banker's guarantee prior to his/her arrival in Singapore
    • ensure that the foreign worker's welfare and interests are well looked after

  • One working day to process an application

Collection

  • Make an appointment within seven calendar days after the Work Permit has been issued

  • Delivery 4 working days after the foreigner has registered for his/her fingerprint and photo-image.

Validity/Renewal

  • The validity period for a Work Permit is generally 2 years.

Dependant's Pass

Dependant's Pass

Eligibility

  • Employment Pass and S Pass holders with a min. fixed monthly salary of S$4,000 may apply for their:
  • spouses (legally married)
  • unmarried children under 21 years of age (incl. legally adopted)

Documents Required

  • Dependant’s Pass application form
  • Photograph of the applicant
  • Personal particulars page of applicant’s passport/travel document
  • For Spouses
    • A copy of the official marriage certificate
  • For unmarried children under 21 years of age
    • A copy of the child’s official birth certificate which states the names of the parents 
  • For legally adopted children under 21 years of age
    • A copy of the child’s official Adoption Order or documents

Process

  • 80% of applications are processed within 7 days

Collection

  • Make an appointment within 14 (EP) / 7 (S Pass) calendar days after the DP has been issued at Employment Pass Services Centre
  • Foreigner’s registration of his/her fingerprint and photo-image
  • Delivery 4 working days after the foreigner has registered for his/her fingerprint and photo-image

Long Term Visit Pass

Long Term Visit Pass

Eligibility

  • Employment Pass and S Pass holders may apply for Long Term Visit Passes for their immediate family members
  • Min. fixed monthly salary of S$4,000 - S$8,000
    • Common-law spouse
    • Unmarried handicapped children above 21 years old
    • Unmarried step-children under 21 years old
  • Min. fixed monthly salary of S$8,000
    • Common-law spouse
    • Unmarried handicapped children above 21 years old
    • Unmarried step-children under 21 years old
    • Parents

Required Documents

  • Long Term Visit Pass application form
  • Photograph of the applicant
  • Personal particulars page of applicant’s passport/travel document
  • For Common-law spouse
    • A copy of the common-law marriage certificate issued by the work pass holder/spouse's country (if applicable)
    • A letter from the embassy acknowledging the common-law relationship between the work pass holder and his/her spouse under the laws of their country (if applicable)
    • A copy of the notarised affidavit by the work pass holder, stating his/her common-law relationship to the spouse, of which is recognised by their country
  • For unmarried handicapped children above 21 years of age
    • A letter or report of assessment from a medical practitioner on the child’s condition
  • For unmarried stepchildren under 21 years of age
    • A copy of the Court Order on the child’s custody
    • A letter of no objection from the other biological parent in bringing the child to Singapore
  • For Parents
    • A copy of the work pass holder's birth certificate which states the names of the parents

Collection

  • Make an appointment within 14 (EP) / 7 (S Pass) calendar days after the LTVP has been issued at Employment Pass Services Centre
  • Foreigner’s registration of his/her fingerprint and photo-image
  • Delivery 4 working days after the foreigner has registered for his/her fingerprint and photo-image

Work Holiday Program

Work Holiday Program

Eligibility

  • University undergraduates and graduates aged 18 to 25 of all nationalities studying in universities in the eight countries/territories:
    • Australia
    • France
    • Germany
    • Hong Kong
    • Japan
    • New Zealand
    • United Kingdom
    • United States
  • The universities include those ranked among the top 200 for overall academic performance in any of the following international rankings
    • Quacquarelli Symonds World University Rankings
    • Shanghai Jiao Tong University’s Academic Ranking of World Universities
    • Times Higher Education World University Rankings
  • For undergraduates
    • Resident and full-time students of the university for at least three months prior to the submission of the WHP application
  • For graduates
    • Required to be former resident and full-time students of the university
  • The Work Holiday Programme has a capacity for 2,000 applicants at any one point in time
  • Applicants must not hold a Work Holiday Pass within 12 months from the submission of the application

Required Documents

  • A letter from the awarding institution (i.e. University/College) stating the applicant’s matriculation, name, nationality, gender and date of birth
  • A copy of the degree certificate or transcripts (for graduates only)
  • A copy of the student card issued by the awarding institution (for undergraduates only)
  • A copy of the applicant’s passport or travel document
  • A copy of the Student Visa (for international students only).

Process

  • The Work Holiday Pass application will be processed in about 21 days

Collection

  • Make an appointment within 14 calendar days after the WHP has been issued at Employment Pass Services Centre
  • Foreigner’s registration of his/her fingerprint and photo-image
  • Delivery 4 working days after the foreigner has registered for his/her fingerprint and photo-image

Validity/Renewal

  • Valid for 6 months
  • Renewal earliest 1 year after expiry

Training EP

Training Employment Pass

Eligibility

  • Foreign Undergraduates
    • The training attachment in Singapore must be part of the undergraduate's degree programme from an acceptable institution; or
    • Earn a fixed monthly salary of at least S$3,000
  • Trainees from foreign offices or subsidiaries
    • Earn a fixed monthly salary of at least $3,000.
  • Note: Applicants must not hold a Training Employment Pass for similar training arrangement before

  • A detailed training programme stating
  • Applicant's educational documents
  • Photograph of the applicant
  • Personal particulars page of applicant’s passport/travel document

Process

  • Approximately 80% of applications are processed within seven days

Collection

  • Make an appointment within 14 calendar days after the TEP has been issued at Employment Pass Services Centre
  • Foreigner’s registration of his/her fingerprint and photo-image
  • Delivery 4 working days after the foreigner has registered for his/her fingerprint and photo-image

Validity/Renewal

  • The Training Employment Pass is valid up to 3 months
  • It is Non-renewable

Training WP

Training Work Permit

Eligibility

  • Semi-skilled or unskilled employees from related overseas companies to undergo training in Singapore
  • Foreign students studying in educational institutions in Singapore
  • For semi-skilled or unskilled employees from related overseas companies:
    • Employers of TWP holders will be required to pay the levy according to their industry sector
    • The TWP holders will be capped at the company’s sectoral Dependency Ratio Ceiling (DRC).
  • For foreign students:
    • Employers of TWP holders will not incur levy
    • Employers will be allowed to hire TWP holders at 5%* of the total workforce or 15 trainees, whichever is lower. Total workforce includes locals, S Pass holders and Work Permit holders only.

Documents Required

  • Training Work Permit application form
  • A letter from the local employer stating:
    • That the foreign trainee is an employee of the local company during the training period in Singapore;
    • The training purpose and duration;
    • That the local company will be responsible for repatriating the trainee back to the trainee’s home country once the training is completed.
  • For trainees who are employees of a foreign company, the letter from local employers should also include:
    • The relationship between the local and overseas companies
    • Documents to show the relationship between the local and overseas companies
  • Foreign students studying in private educational institutions in Singapore should produce a copy of their student pass and a letter stating:
    • Field of study
    • Course duration
    • Course registration date and expected graduation date
    • That training is part of the course requirement
    • Required training period

Validity/Renewal

  • The TWP is valid for up to 6 months
